A legitimate and statutory organ established by the education act to
govern schools on behalf of the government. These committees typically include representatives from various
stakeholders, such as parents, teachers, community members, and school
administrators. Their role is crucial in the governance and development of schools.
v COMPOSITION OF SCHOOL MANAGEMENT COMMITTEE:
As
per the right to free and compulsory education rules 2010
· A school management committee shall be
constituted in every school, other than an unaided school, within its
jurisdiction, within the six months of appointed date and reconstituted every
two years.
· 75% of strength of SMC shall be from amongst
parents or guardians of children.
· Provided 50% of committee members shall be
women.
· Provided further that proportionate
representation shall be given to the parents or guardians of the children
belonging to disadvantaged group and weaker section.
· The remaining 25% of the strength of SMC shall
be

from amongst the elected members of local authority

One third members
from amongst teachers from the school
▬
One third members
from among us local educationists or children in the school.
· To manage it affairs the school management
committee shall elect a chairperson, vice chairperson, from among the parent
members.
· The head teacher or the senior most teacher of
the school shall be ex officio member – convenor of SMC.
· Where there are two or more schools in a
panchayat, the panchayat president will be the member of SMC of one of the
schools, remaining schools shall have ward members as a member of SMC.
· SMC Shall meet at least once a month, and the
minutes and decision of the meeting shall be properly recorded and made
available to the public.
vFUNCTIONS OF SCHOOL MANAGEMENT COMMITTEE:
The
SMC shall perform the following functions namely
♦ Monitor the functioning of the school
♦
Preparation,
recommendation, implementation and monitoring of the School Development Plan
(SDP)
♦
Monitoring of
utilisation of grants received from appropriate government, local authority, or
any other source
♦
Performance of
other functions
♦Monitor the
functioning of the school:
ª Ensure the regularity and punctuality in
attendance by teachers of the school.
ª Assess the learning ability of each child and accordingly
supplement additional instructions, if any, required.
ª Ensure the enrolment and continued attendance
of all children from the neighbourhood of the school.
ª Bring it to the notice of the Local Education
Authority any deviation from the right of the child, in particular mental and
physical harassment of the children, denial of admission & timely provision
of free entitlements.
ª Communicate in simple and creative ways to the
population in the neighbourhood of the school, the rights of the child as
enunciated in the Act, as also the duties of the appropriate government, local
authorities, school parents and guardian.
ª Identify the needs, prepare a plan and monitor
the implementation of the provisions, where a child above six years of age has
not been admitted in any school or though admitted couldn’t complete his or her
elementary education, then, he or she shall be admitted in a class appropriate
to his or her age.
ª List out specifications for equitable quality
of Education in a school.
ª Monitor the implementation of the midday meals
in the school.
ª Ensure that no teacher shall engage himself or
herself in private tuition or private teaching activity.
ª Monitor that teachers are not burdened with
non -academic duties other than those specified in section 27 of the RTE Act.
♦Preparation, Recommendation, Implementation
and Monitoring of School Development Plan:
ª Every school management committee, shall
prepare a School Development Plan every year. It has to be prepared at least
three months before the end of financial year.
ª The school development plan shall be a
three-year plan comprising the annual subplans, and shall contain the following
details
o Estimate of classes enrolment for each year
o
Requirement of
number of additional teachers calculated as per the norms given in schedule
o
Physical requirement
of additional infrastructure and equipment
o
Access financial
requirement and needs on the basis of the above, including for providing
special training facilities, free textbooks uniforms and other additional
requirements
ª The school development plan shall be signed by
a Chairperson or vice chairperson and submitted to the local authority before
the end of financial year.
♦Monitoring of utilisation of grants received
from appropriate government, local authority, or any other source
ª Prepare an annual account of receipts and
expenditure of this school.
ª Any money received by the committee for the
discharge of its functions under the RTE Act shall be kept in a separate
account to be audited annually.
ª The annual account should be signed by the
chairperson or vice chairperson on make available to the local authority within
one month.
♦ Performance of other functions:
ª Policy Formulation:
SMC
is involved in the formulation of policies and guidelines for the school. They
contribute in decisions related to academic programmes, student discipline and
other operational matters.
ª Teacher and staff appointments:
SMC
involved in the selection, appointment of teachers and participants in the
recruitment process, ensuring that qualified and suitable individuals are
hired.
ª Monitoring and evaluation:
SMC
play a role in monitoring the overall performance of the school like academic
achievements, attendance rates, implementation of educational programme, etc
ª Parental involvement:
SMC
work to enhance parental involvement in school activities, recognising the
importance of a collaborative effort between parents in the school in education
of children.
ª Participatory Decision-Making:
SMCs
facilitate participatory decision-making processes in the school. They unite
parents, teachers, and the community to make school decisions that benefit
everyone
ª School Development Planning:
SMCs
create school improvement plans by assessing strengths, weaknesses, and
priorities. They work with teachers and administrators to set goals, allocate
resources, and track progress.
ª Resource Mobilization and Management:
SMCs
work hard to gather resources for schools. They raise funds, partner with local
organizations, and make sure there’s enough money, infrastructure, and learning
materials for students. They also oversee the effective utilization and
management of available resources.
ª Monitoring and Evaluation:
They
check student progress, teaching quality, and policies. By visiting the school,
talking to students and teachers, and looking at data, they figure out what’s
working well and what needs improvement. Then they give advice to make
education better.
ª Community Engagement and Communication:
SMCs
act as bridges between schools and the community. They encourage parents
and community members to participate in school activities. SMCs share
information about school events, policies, and achievements, while also
gathering community feedback to improve education.
ª Advocacy for Quality Education:
SMCs
work hard to improve education. They spread the word about its importance,
fight for child rights, and address the school’s specific needs. SMCs join
forces with others to shape policies that make education better.
ª Conflict Resolution and Grievance Handling:
SMCs
play a role in addressing conflicts and grievances within the school community.
When there’s a problem, they listen to everyone’s side, help find solutions,
and make sure things are fair.
ª Oversight and Accountability:
SMCs
ensure transparency and accountability in school management. They monitor the
implementation of policies, adherence to regulations, and the efficient
utilization of resources.
